The goals for Communities in Motion, identified in
a series of community "café" style
workshops in late 2003 and early 2004, resulted in the following goals,
which are in DRAFT form. The COMPASS Board of Directors will approve
the goals in the near future.
CONNECTIONS
Provide safe access and mobility in a cost-effective manner to everyone in
the region.
Objective 1.1– Maintain the existing transportation infrastructure
to provide an interconnected transportation system for movement of
people and
goods.
Objective 1.2 – Maximize new funding sources for transportation
system improvements and maintenance.
Objective 1.3 – Develop and provide transportation alternatives
to the single-occupancy vehicle.
Objective 1.4 – Determine strategies for improving the ability
to transport goods.
Objective 1.5 – Develop a mechanism to evaluate the progress of
this goal.
COORDINATION
Achieve better inter-jurisdictional coordination of transportation and land
use planning.
Objective 2.1 – Provide guidance to local governments regarding
how land use plans and policies can implement the vision of the Plan.
Objective 2.2 – Determine cumulative affects of decisions on
the entire infrastructure system.
Objective 2.3 - Develop a mechanism to evaluate the progress of this goal.
ENVIRONMENT
Minimize impacts to people, historic properties, and the environment.
Objective 3.1– Consider environmental issues during the planning
phase.
Objective 3.2 – Develop and facilitate air quality strategies that
are voluntary, innovative, and proactive with a focus on transportation
emissions sources.
Objective 3.3 – Develop method to analyze proposed projects to
avoid negative impacts in environmental justice consideration areas.
Objective 3.4 – Design a program to educate residents about modes
other than single occupancy vehicles.
Objective 3.5 - Develop a mechanism to evaluate the progress of this goal.
INFORMATION
Achieve coordination of gathering data and dispersing better information.
Objective 4.1 – Develop innovative methods to involve the
public in transportation planning.
Objective 4.2 - Provide a method to present the transportation
model in a way that citizens can understand the analysis.
Objective 4.3 – Develop a method allowing modeling during
peak-hour traffic with multiple modes.
Objective 4.4 - Develop a mechanism to evaluate the progress of this
goal.
