PUBLIC INVOLVEMENT PLAN

To prepare the first regional long-range transportation plan for the Treasure Valley, the Community Planning Association (COMPASS), in cooperation with member agencies, will engage the public to ensure meaningful input into transportation decision-making. The regional plan is a dynamic process, and thus the approach to the community will be modified in response to emerging issues and data. The broad goals, however, will support our commitment to:

  • Represent the broad community and their needs
  • Reach an underserved population
  • Offer a range of educational opportunities
  • Provide public input to planners and decision-makers in a timely manner

PHASE 1
Leading, Learning, Communicating
January 2003 – on-going effort
  • Creating a database of people interested in the transportation planning process
  • Attending public meetings of member agencies to get the word out about the plan
  • Holding a visioning workshop for COMPASS board
  • Creating the vision and mission for Communities in Motion
  • Developing communications/media/marketing plan and selecting a graphics firm to design materials
  • Developing an evaluation process to assess quality, viability, and effectiveness of public involvement

PHASE 2
Choice, Awareness, Participation
October 2003 – on-going effort
  • Holding Community Cafes at four sites throughout region; selected officials invited people representing wide-ranging view points
  • Reviewing public needs identified from other transportation public involvement efforts over the past two years
  • Developing and implementing educational forums
  • Developing survey for scenario preferences
  • Holding open houses throughout region regarding scenario preferences

PHASE 3
Expanding, Collecting, Sharing (assited by a consultant)
Summer 2004
  • Meetings will collect information on issues facing the region.
  • The consultant will help evaluate growth and options to meet travel demands affecting the regional corridors.
  • From these evaluations, a draft plan will be developed for consideration.
  • Specific elements in this phase will be addressed once the consultant is selected.

PHASE 4
Reviewing, Evaluating, Adopting
October 2004 – May 2005
  • "Speakers’ Bureau" presentations to groups about draft plan (review of public needs, contents of plan, etc)
  • City Councils’ hearings, includes conformity issues
  • Open house(s) throughout region to present draft plans to general public
